Scuba divers do it all the time. But I think you mean is there a way to breathe underwater without taking down air. As far as I know, there is not. But considering that fish do it, there is always the possibility we can design something that does this. The question then becomes why do we want to do it? Or more realistically, who would pay for the research, or buy what is made?
Rather then trying to breath underwater some people just try to hold their breath for as long as possible like whales do! The current world record for a human is 22 minutes and 22 seconds made by Tom Sietas last year who held the last world record before that! The trick is to adopt many of the same mechanisms that marine mammals do. Train muscles to hold more oxygen, super saturate them before, then slow heart rate and restrict blood flow to the core!

Obviously these guys are professionals so dont try it at home! But you could join a local free dive club, we have one in my town called No Tanx!
